What does it mean to leave comments?

When you look on the points and levels page one thing it allows you to do is leave comments. At first it says you start out with 10 then 20 up until you get unlimited comments. What does this mean? Are they talking about leaving details to your questions? I have never seen a place to leave a comment. Thanks!!
